बुटवल-लुम्बिनी प्रदेश सरकारले विपक्षी गठबन्धनले बजेट पास गर्न अवरोध गर्ने संकेत गरेपछि बजेट अधिवेशन अन्त्य गर्नुपर्ने बाध्यात्मक अवस्था सिर्जना भएको बताएको छ।
बिहीबार मध्यरातमा सरकारको सिफारिशमा प्रदेश प्रमुखले चालू बजेट अधिवेशन अन्त्य गरेका थिए।
सरकारले ल्याएको बजेट सहज ढंगले पास हुन नसक्ने भएपछि अध्यादेशबाट बजेट ल्याउनका लागि बजेट अधिवेशन अन्त्य गरेको आर्थिक मामिला तथा योजना मन्त्री एवम् लुम्बिनी सरकारका प्रवक्ता बैजनाथ चौधरीले बताए।
उनले छिटै नै अध्यादेशमार्फत बजेट ल्याउने बताए।
उनले सदनमा सत्तापक्ष र विपक्षी गठबन्धनसँग ४१-४१ सासद रहेको अवस्थामा मतदान हुदा सभामुखले विपक्षी गठबन्धनमा मत दिने तयारी रहेकाले सदनबाट बजेट पास गर्न नसक्ने अवस्था रहेकोले अधिवेशन अन्त्य गरेर वैकल्पिक बाटो खोजेको बताए।
'हामीसँग ४१ सासद हुनुहुन्छ, विपक्षी गठबन्धनमा पनि त्यत्ति नै हुनुहुन्छ, यो अवस्था एकदमै असहज अवस्था हो, उनले भने-त्यसमा सभामुखले सरकारलाई साथ नदिएर विपक्षी गठबन्धनलाई साथ दिने कुरा आयो, त्यसपछि बजेट त ल्याउनुपर्छ, कसरी सम्भव छ त्यसरी ल्याउने भनेर यो बाटो अपनाईएको हो।'
उनले बजेट पास गर्ने विषयमा कांग्रेस लचक भएपनि माओवादी लचक नभएकाले सरकारले विकल्पको बाटो रोज्नुपरेको बताए। लुम्बिनी टाईम्ससँग उनले भने-'कांग्रेस सकारात्मक थियो, माओवादीले अलि धेरै नै निहुँ खोज्यो, सहमतिमा आउने छाँटकाँट देखिएन।'
सभामुखलाई सदन चलाउन विपक्षीले अनुरोध गर्ने भन्ने तर्क हाँसोलाग्दो विषय भएको उनी बताउँछन्।
'सदनमा मन्त्री, सत्तापक्षका सांसद नै नभई कसरी सदन चल्छ ? सडकमा चलाउने हो र बैठक ? माओवादीले अर्काको खेतमा झण्डा गाडेको जस्तो ठानेको छ कि क्या हो,'-उनले विपक्षीको अनुरोधमा मात्रै सदन चल्न नसक्ने तर्क गरे।
सदनमा विपक्षी दलले लगातार अल्पमतको सरकार हो भन्ने कुरा उठाईरहेकाले छिटै नै विश्वासको मत लिने पनि उनले बताए। 'बजेटपछि केहीदिनमै विश्वासको मत लिन्छौ'-उनले भने।
